DCC is an open source software project that installs on anti-spam gateways and servers. Checksums for all email messages are created, then transmitted to the DCC network's servers. Counts of those messages are kept on the servers and "flooded" to the rest of the servers. Email coming into the server is checksummed, then checked against the DCC database. If the count of that message hits a threshold set by the anti-spam software, the spam score is incremented.
